Paper Submission

Submit your latest research contributions and join leading experts from academia and industry at the flagship conference of IEEE WPTCE 2027.

This conference uses EDAS (Conference Management Toolkit) for paper submission, peer review and final manuscript administration.

Initial peer review

Submit a full-length manuscript PDF. PDF eXpress is NOT required for the review submission.

Mandatory steps after acceptance

  1. At least one author must complete conference registration before the camera-ready deadline. Papers without valid registration will not be included in IEEE Xplore proceedings.
  2. Complete the IEEE electronic Copyright Form (eCF) via an EDAS redirect to the official IEEE website. The copyright option only appears for accepted papers; it is hidden while your paper is under review.
  3. Validate or generate your final PDF using IEEE PDF eXpress and obtain a “Passed” certified PDF file.
  4. Upload this certified camera-ready PDF to your existing paper record in EDAS. Do NOT create a new paper submission for your final file.

NOTE

All manuscripts should be written in English. The page limit is six pages double column (see template below); two additional pages can be added at an extra charge. A maximum of eight pages is permitted; anything beyond that will be rejected.

Kindly read the following instructions carefully to ensure a smooth submission process.

Templates

IEEE provides a good set of template files for most modern text processors. These templates have nice examples and the right margins. If starting a new paper, please start it on a fresh and empty template.

Manuscript Templates for Conference Proceedings

Fonts and Page Numbers

The typographical aspect of characters in IEEE technical papers is to be kept as similar and uniform as possible. For many years, the “Times” family of computer fonts, available in LaTeX packages and postscript printers, has been used. Operative systems provide fonts like “Times New Roman”, “Nimbus Roman No 9”, “Liberation” and many others that are generally accepted. Some are also included in packages like GhostScript.

Another common pitfall is placing page numbers into the document. As your paper will be placed into a collection of documents, please do not put page numbers. Most of the tools used to generate proceedings do this for the conference.

Authors’ Affiliation

Do not place the authors’ affiliation at the end of the first page of the document. This is a special space only for transactions papers, but not for conference papers. Move this data below the authors’ names, under the title of the paper.

Acknowledgment

Do not put the acknowledgment at the end of the first page of the document. This is a special space only for transactions papers, but not for conference papers. Move your acknowledgment notice near the end of the last page of the document, before references.

Biographies

No biographies nor photos of authors are allowed in conference papers. This is only for transaction papers.

Self-Citations

Authors are expected to cite only relevant references and to avoid unnecessary self-citations. Excessive or inappropriate self-citation may lead to rejection of the paper or exclusion from the IEEE proceedings.

The Use of Artificial Intelligence (AI) Tools

Emerging technologies such as Artificial Intelligence (AI) can be used in a responsible manner as detailed in the next section.

Authors must comply with the guidelines on the use and disclosure of AI as specified in the IEEE Publication Services and Products Board Operations Manual: 8.2.1.B.10:

The use of content generated by artificial intelligence (AI) in an article (including but not limited to text, figures, images, and code) shall be disclosed in the acknowledgments section of any article submitted to an IEEE publication. The AI system used shall be identified, and specific sections of the article that use AI-generated content shall be identified and accompanied by a brief explanation regarding the level at which the AI system was used to generate the content.

The use of AI systems for editing and grammar enhancement is common practice and, as such, is generally outside of the intent of the above policy. In this case, disclosure as noted above is recommended.

From Your Document to PDF

IEEE has a clear and (almost) complete technical definition of the allowed PDF characteristics for conferences. The latest version can be downloaded from IEEE Publishing Technology Resources page.

Too often, authors think there is only one way to transform their documents to the Portable Document Format (PDF). As the originator and owner of this technology, the Adobe company, it seems logical that by purchasing a license for Adobe Acrobat one can do the trick. But nowadays, PDF is an open standard, and there are many alternatives to create a file to submit. Some are free, some are open source, some accept donations, and some are paid. Choose your flavor:

  • Adobe Acrobat
  • Cute PDF
  • Do PDF
  • Free PDF Converter
  • Free PDF Creator
  • GNU Ghostscript
  • PDF Forge
  • Primo PDF

Also, most text processors, like Microsoft Word, OpenOffice and LibreOffice, can save the document in PDF format.

Embedding Typographic Fonts

IEEE asks for embedded typographic fonts on each PDF file. And this is one of the most frequent mistakes.

The pdf file must include (embed) the fonts needed to be shown on screen and printed.

If the fonts are not embedded when generating the PDF, it is usually a configuration issue of the software that creates the pdf file. It is not a word processor problem (Microsoft Word, LibreOffice Writer, etc...) It is just a misconfiguration of the PDF creator (Adobe Distiller, Primo PDF, etc...) Please take a look at the user manual and the configurations menus. The solution is often a few clicks away. Just configure your program to embed all typographic fonts.

Submission Instructions

Follow the five steps below to prepare, validate and upload your paper. Steps 1 is for peer review; Steps 2–5 apply after your paper has been accepted.

Step 1: Prepare and Submit Your Review Manuscript (For Peer Review)

  1. Download the official IEEE conference template from https://www.ieee.org/conferences/publishing/templates.html. Choose Microsoft Word (US-Letter / A4) or LaTeX. The official Overleaf IEEE conference template is also available on this page.
  2. Write your full technical paper following the conference page limit and IEEE two-column conference format.
  3. Export your draft to a standard PDF for review.

Important: This review PDF does not need PDF eXpress. PDF eXpress validation is only required for the camera-ready final paper after acceptance.

  4. Go to the EDAS portal and log in to your EDAS account (free registration).
  5. Click Submit new paper.
  6. Select your technical track. Fill in the paper title, abstract, keywords, author names and affiliations carefully. Metadata entered in EDAS must match your manuscript content.
  7. Upload your draft PDF under the Review Manuscript field.
  8. Save your submission. EDAS automatically sends a confirmation email.
  9. Monitor the “My Papers” dashboard in EDAS to receive acceptance or rejection notifications.

Step 2: After Receiving Acceptance Notification

  1. Revise your paper to address all reviewer comments. Paper title, author order, author list and affiliations become final after acceptance. Any change to the author list after the camera-ready deadline requires written approval from the Publication Chair.
  2. Complete conference registration. At least one author must register before the camera-ready deadline. Without valid registration, your paper cannot be published in IEEE Xplore.

Step 3: Complete IEEE Electronic Copyright Form (eCF) in EDAS

One eCF per accepted paper. Only the submitting/corresponding author may sign the form; co-authors cannot sign.

  1. Log into EDAS, open My Papers, and click your accepted paper title.
  2. Locate the Copyright form button and click it. EDAS redirects you to official IEEE eCF webpage. This button is invisible for papers under review.
  3. Double-check paper title and author roster exactly match your final manuscript. Mismatched metadata will lead to IEEE Xplore publication rejection.
  4. Follow IEEE on-screen prompts and complete electronic signature.
  5. Submit the eCF and return to your EDAS paper page.

Note: Status synchronization between IEEE backend and EDAS may take up to 24 hours. Refresh EDAS later to confirm status shows “Copyright completed” before proceeding.

Step 4: Create IEEE-Xplore Compliant PDF via IEEE PDF eXpress

Do NOT edit, re-save or annotate the PDF after PDF eXpress returns “Passed”. Any modification will invalidate the certification.

  1. Visit IEEE PDF eXpress: https://ieee-pdf-express.org/
  2. New users: click Create account. Returning authors reuse their existing PDF eXpress account.
  3. Enter your conference PDF eXpress ID: 71134, your email and password. A confirmation email will be sent.
  4. Click Create New Title and enter your exact paper title.
  5. Select one workflow:
    • Option A: Submit Source Files for Conversion — Upload your original .docx file or zipped LaTeX package (.tex, EPS figures, etc.). PDF eXpress generates an IEEE-compliant PDF.
    • Option B: Submit PDF for Checking — Upload your revised PDF file for IEEE Xplore compliance validation.
  6. Submit your task. Results are delivered by email, typically within minutes.
    • Result = Passed: Download this certified PDF. This is your official camera-ready file for EDAS upload.
    • Result = Failed: Download the error report, fix formatting, font or figure issues in your source file, and re-run the check until passed.

Step 5: Upload Certified Camera-Ready PDF to EDAS

Do NOT create a new paper submission. Update your existing accepted paper record.

  1. Log into EDAS and open your accepted paper page.
  2. Verify all prerequisites are satisfied:
    • At least one author has completed conference registration
    • EDAS page shows “Copyright completed”
    • You hold the certified PDF passed by PDF eXpress
    • Title and author list inside PDF exactly match EDAS metadata
  3. Navigate to the Final / Camera-ready Manuscript upload section and upload the certified PDF exported from PDF eXpress.
  4. Save the upload, refresh the page. A PDF icon under Final Manuscript confirms successful reception by EDAS.
  5. Adhere to the published camera-ready deadline. No further revisions are permitted after this cutoff.

Key Reminders for Authors

  1. PDF eXpress is only required for camera-ready files. Review manuscripts do not require PDF eXpress validation.
  2. The IEEE eCF copyright button only becomes available after paper acceptance.
  3. Author list and paper title are locked once camera-ready submission closes. Contact the Publication Chair immediately if critical corrections are required.
  4. Papers missing any of the four items below will be excluded from the proceedings and IEEE Xplore, no exceptions:
    • Completed IEEE eCF
    • PDF-eXpress-passed camera-ready PDF uploaded to EDAS
    • Valid registration by at least one author before deadline
    • Camera-ready manuscript submitted before the published cutoff time
  5. Manuscript main text must be written in English for IEEE Xplore indexing.
  6. EDAS has two separate upload fields: Review Manuscript (for peer review) and Final / Camera-ready Manuscript (post-acceptance publication). Do not mix these two upload slots.
